Although it’s a living being, God’s creation, the human, doesn’t have enough willpower to obey the voice of the Holy Spirit. The voice of the heart, or their feelings, will end up speaking louder and they’ll follow their impulses even if it’s against their spirit’s will.

But after they’re born of the Spirit, they become a spirit (spiritual). Only then, will they have enough willpower to obey God’s voice.
